Concerns have been raised by several citizens regarding the Currituck County Alcohol Beverage Control (ABC) Board, specifically about outgoing Commissioner Bob White’s recent appointment as chairman. Following a thorough review of records, including meeting minutes and correspondence, our investigation concludes that White’s appointment adhered to the requirements set forth in NCGS § 18B‑700, which governs the appointment and organization of local ABC boards.

Key Findings:

  1. Adherence to Statutory Requirements:
    • Per NCGS § 18B‑700, county ABC board members are appointed by the Board of Commissioners based on their qualifications, moral character, and interest in public affairs.
    • The statute allows the appointing authority to designate a member as chairman. No procedural irregularities were found in White’s appointment.
  2. Bob White’s Request:
An email from White, dated November 8, 2024, outlines his request to remain on the ABC Board as a member and chairman after leaving his role as a county commissioner.
    • Rationale for Continuing: White emphasized the ongoing efforts to address challenges related to the past manager’s performance and the progress made toward formalizing the manager’s job description.
    • Proposed Transition Plan: White requested to temporarily retain his position until February, when another board member’s term expires, allowing for his formal reappointment.
    • Future Considerations: White suggested the possibility of revising the ordinance to allow for a commissioner’s seat on the board to be optional rather than mandatory, offering greater flexibility for appointments.
  3. Citizen Concerns Addressed:
The statute and the records provided, including White’s email, confirm that the process followed aligns with legal and procedural standards. The request and subsequent appointment appear to prioritize continuity and the public’s best interests during a period of transition for the board.

This report includes the relevant statute, the minutes from the Board of Commissioners meeting appointing White, and White’s email outlining his intentions and justifications. Blackwater Reports remains committed to transparency and accountability in local governance and encourages readers to review the provided documentation for further clarification.

I would like to make mention of the fact that I personally am convinced that there needs to be more transparency on matters concerning the business affairs of the county of currituck. We as citizens have little to no access to how funds are distributed when it comes to waste disposal, fire department or schools. All we have access to is reports give to us on our personal property tax. Which as of reports I have heard property tax is going up. Along with Insurance home insurance that is. Last I heard was that those on the board of commissioners have a direct impact on the amount the rate is to be. I really cannot speak proficiently on this matter as I cannot on many other issues of the county. One thing I will say is this Black Water is doing a great job on attempting to keep its citizen informed. Thank you is the least I can say. James
