This report has been edited for clarity, focuing solely on the two felony perjury complaints.

All individuals are presumed innocent until proven guilty in a court of law.

An update has emerged regarding the alleged perjury complaints filed against Currituck County Attorney Megan Morgan and County Public Works employee Samantha Evans.

Roddy initially submitted the two perjury complaints to Captain Kevin McCord on March 8, 2024. After receiving no follow-up, Roddy refiled the complaint with Sheriff Matt Beickert and Chief Deputy Jeff Walker. Subsequently, Roddy met with Lieutenant Dudley and Sergeant Holub to provide a detailed statement and present evidence.

On December 31, 2024, Roddy reached out to the Sheriff to inquire about the status of the complaint. Chief Deputy Walker responded via email, stating, “I have attached a file of the front copy of the report as allowed without a court order. The case number for this is 24-0500. The investigation into this complaint led to Dudley hand delivering the case to DA Investigator John Young on April 10, 2024, and asked the case to be forwarded to the S.B.I. On April 12th, 2024, Dudley left a voicemail message with you advising that the case has been delivered to the District Attorney’s Office. The status is considered inactive at this time.”

However, during a meeting with the District Attorney’s office on January 3, 2025, Investigator John Young stated he had no recollection of the case being delivered to him. Young remarked that two felony complaints would not have languished on his desk for months. Despite the confusion, Roddy was reassured that the complaint is now on Young’s desk, and he assured Roddy it would not take months to resolve.

The perjury complaint stems from Morgan and Evans’s testimony at a February 23, 2024, hearing. Both individuals allegedly testified to events that are contradicted by video evidence. Additionally, Morgan submitted a complaint to a magistrate that contained demonstrable misinformation.

Roddy’s phone records reveal he never received a call from Dudley, but he noted that she listed his employment as a job he retired from in 2011. It is possible she called the wrong number.

Dudley’s recommendation that the complaint be forwarded to the State Bureau of Investigation (S.B.I.) gives some insight into the Sheriff’s Office taking the matter seriously.

Lastly, Roddy engaged in several discussions with the newly elected Chair of the Board of Commissioners, Paul O’Neal, who showed little interest in addressing the matter. Dishearteningly, O’Neal suggested that Roddy collaborate with Morgan to resolve the unconstitutional restrictions imposed on him due to her and Evans testimony—a suggestion akin to asking the hen to collaborate with the fox on finding her missing eggs.
